طراحی الگوی برنامه‌ریزی و توسعۀ اکوتوریسم در زمینۀ امنیت اقتصادی مناطق مرزی استان اردبیل

چکیده

زمینه و هدف: اکوتوریسم در سال‌های اخیر به‌عنوان ابزاری مؤثر برای توسعۀ پایدار در مناطق مرزی، با اهدافی چون توانمندسازی اقتصادی و حفظ منابع طبیعی مطرح شده است. استان اردبیل با ویژگی‌های اقلیمی و فرهنگی منحصربه‌فرد، ظرفیت مناسبی برای بهره‌برداری از این الگو دارد. این پژوهش به طراحی مدلی جامع برای توسعۀ اکوتوریسم با تأکید بر امنیت اقتصادی در مناطق مرزی استان اردبیل می‌پردازد.
روش­ شناسی: پژوهش با رویکرد آمیخته اکتشافی متوالی اجرا شد. در مرحلۀ کیفی، از نظریۀ داده‌بنیاد برای شناسایی مؤلفه‌ها استفاده شد. داده‌ها از طریق مصاحبۀ نیمه‌ساختاریافته با ۲۲ نفر از خبرگان جمع‌آوری و با نرم‌افزار ATLAS.ti 24 تحلیل شد. در مرحلۀ کمی، پرسش­نامه‌ای بر پایه یافته‌های کیفی بین ۱۷۷ نفر توزیع و داده‌ها با ضریب همبستگی اسپیرمن در SPSS 26 تحلیل شدند.
یافته­ ها: نتایج نشان داد متغیرهایی چون آموزش و توانمندسازی، بازاریابی و اطلاع‌رسانی، برندسازی، فناوری و نوآوری، ظرفیت‌های طبیعی و فرهنگی و شبکه‌سازی نهادی بیشترین ارتباط معنادار را با ارتقاء امنیت اقتصادی دارند. مشارکت و حکمرانی محلی ضعیف‌ترین رابطه را نشان داد.
نتیجه­ گیری و پیشنهادات: مدل مفهومی ارائه‌شده، الگویی یکپارچه از تعامل عوامل علّی، زمینه‌ای و مداخله‌گر با راهبردها و پیامدها ارائه می‌دهد که در مناطق مرزی می‌تواند راهنمایی اثربخش برای سیاست‌گذاران باشد. این مدل نشان می‌دهد ارتقاء امنیت اقتصادی نیازمند نگاهی سیستمی، تقویت ظرفیت‌های نرم‌افزاری و بهره‌گیری از رویکردهای مشارکتی است. همچنین تقویت برند منطقه‌ای، سرمایه‌گذاری در آموزش و اتصال تولیدکنندۀ محلی به زنجیرۀ ارزش گردشگری از مسیرهای کلیدی دست­یابی به توسعۀ پایدار در مناطق مرزی است.
نوآوری و اصالت: این پژوهش با تلفیق نظریۀ داده‌بنیاد و تحلیل آماری، در تلاش است تا مدلی بومی‌شده و چندبعدی از تعامل اکوتوریسم و امنیت اقتصادی در مناطق مرزی ارائه دهد که قابلیت تطبیق در سطح ملی و بین‌المللی داشته باشد.
