Discourse analysis of urban development policy actors with a discourse analysis approach (Case study: Mazandaran province as a tourist destination in Iran)

Abstract

Urban development issues have become one of the serious challenges of developing countries in recent decades. Uncontrolled urban expansion, environmental degradation, housing crises, irrational densities, and physical and social gaps are among the consequences of incorrect policymaking in the field of urban development. This research, with the aim of designing a local model of urban development policymaking in Iran, has used the actor discourse analysis approach.

The research method is qualitative with a critical discourse analysis approach and data were collected through interviews with 22 urban development activists, including general managers, mayors, city council members, parliamentarians, and relevant experts in Mazandaran. Data analysis was conducted using the Fairclough model and NVivo software.

The results showed that the four dominant discourses in the urban policymaking process of the province include political, institutional, specialized, and participatory discourses, which in many cases operate in conflict with each other.

This conflict has led to a lack of coherence, ineffective policies, and weakened public participation. final recommendations of the research include strengthening public participation structures; creating coordination between discourses; increasing education and awareness; transparency and accountability; and paying attention to sustainability and long-term development. The results obtained, in parallel with the design of an urban planning policy model, are very valuable and practical in promoting sustainable tourism planning and development in Mazandaran. Based on the findings, a model was designed that can be used as a new framework for policymaking in Iran, focusing on the interaction of discourses, transparency, institutional review, and strengthening citizen participation.
