تبیین الزامات کاربست مدل شراکت عمومی-خصوصی-مردمی در توزیع متوازن منافع و خدمات گردشگری شهری مشهد

چکیده

زمینه و هدف: توزیع نامتوازن پتانسیل های فضایی گردشگری شهری مشهد میان کنشگران و عدم مشارکت بهینه شهروندان در پروژه های گردشگری بر توزیع فضایی خدمات گردشگری شهر مشهد تاثیرگذاشته است. اولین هدف پژوهش حاضر تبیین اثرات ناشی از توزیع نامتوازن منافع میان کنشگران بر توزیع فضایی خدمات گردشگری شهری است. دومین هدف شناسایی عوامل تشدید توزیع نامتوازن منافع میان کنشگران و سومین هدف شناسایی الزامات اولیه مورد نیاز برای تعدیل شرایط موجود در چارچوب مدل شراکت عمومی-خصوصی-مردمی(4P) است.
روش ­شناسی: روش تحقیق پژوهش حاضر تلفیقی از روش های کمی و کیفی است. تبیین توزیع نامتوازن فضایی خدمات گردشگری در شهر مشهد مبتنی بر روش کمی و با استفاده از داده های پایگاه اطلاعات شهری مشهد می باشد. همچنین تبیین اثرات ناشی از توزیع نامتوازن منافع میان کنشگران گردشگری بر توزیع نامتوازن فضایی خدمات گردشگری شهر مشهد و شناسایی الزامات اولیه مورد نیاز جهت کاربست مدل 4P نیز مبتنی بر روش کیفی و از طریق مصاحبه عمیق نیمه ساختار یافته با کنشگران آگاه به تحولات فضایی شهر مشهد می باشد. انتخاب مصاحبه شوندگان براساس روش نمونه گیری هدفمند بوده و اشباع نظری در سی و دومین مصاحبه حاصل شده است.
یافته­ ها: توزیع نامتوازن منافع میان کنشگران گردشگری شهری، منجر به توزیع نامتوازن فضایی خدمات گردشگری در شهر مشهد شده است.
نتیجه ­گیری و پیشنهادات: توزیع متوازن منافع میان کنشگران در چارچوب مولفه های مدل 4P، علاوه بر تقویت انسجام میان کنشگران عمومی، خصوصی و مردمی در تحولات فضایی شهر مشهد می تواند با جلب مشارکت بیشتر کنشگران، زمینه ساز توزیع متوازن منافع فضایی گردشگری شهری و  توسعه متوازن خدمات گردشگری پیرامون تمامی جاذبه های گردشگری شهر مشهد باشد.
نوآوری و اصالت: تبیین الزامات کاربست مدل 4P در پروژه های گردشگری شهری مشهد جهت تعدیل توزیع نامتوازن منافع فضایی حاصل از خدمات گردشگری شهری از مهمترین نوآوری های پژوهش حاضر است.
